Northbank Lawn/Riverfront Plaza FKA Jacksonville Landing Design Competition
The Downtown Investment Authority (DIA) of the City of Jacksonville, Florida, intends to select three (3) Design Firms and their consultants to compete in a Design Competition for the development of a vibrant and iconic public space on the premier waterfront site known as Northbank Lawn/Riverfront Plaza FKA Jacksonville Landing (P-01-21).

RFP Part II
The subcommittee received fourteen (14) responses to the Northbank Lawn / Riverfront Plaza FKA Jacksonville Landing Design Competition, and found all proposals to be responsive, interested, qualified and available to provide the services required by the Request for Proposal.

The subcommittee reviewed the written responses, which were evaluated using the selection criteria outlined in Florida Statues Chapter 287.055 and City Ordinance Chapter 126 as augmented by the RFP.  Based on the written responses, the subcommittee has ranked the responding firms and has determined the top 3 firms as the most qualified. The ranking of first and second and third designates the order of qualification of these companies to perform the required services and alphabetically they are:

  1. Agency
  2. Olin
  3. Perkins & Will

The subcommittee requests proceeding to Part II of the RFP: the Northbank Lawn / Riverfront Plaza FKA Jacksonville Landing Design Competition with the above three most qualified firms.

Directions to Multipurpose Room: Upon entering Laura Street entrance to the Library, follow directions and signage for temperature check, then proceed into the Main Library.  Walk counterclockwise around the grand staircase and you will see signs for the public elevators.  Take the elevator down to level C for Conference Level.  Exit the elevator and follow hallway out.  Turn left out of the hallway and proceed through glass doors into Conference Center.  The Multipurpose Room is the first room on the left.

Approved and established by the DIA Board on September 18, 2019, the Notice of Disposition Policy is used by the Downtown Investment Authority in selecting the disposition process to be followed and the applicable procedures for each type of process regarding the purchase or lease of City-owned property.

UNSOLICITED PROPOSAL POLICY

Approved and established by the DIA Board on September 18, 2019, the Unsolicited Porposal Policy is used used by the Downtown Investment Authority to review and respond to unsolicited proposals regarding the purchase, lease, or development of City-owned property for non-public use. Unsolicited proposals for public use fall under FS 255.065 and policies adopted thereunder.
