My comments are regarding the current RFP for the CRA update specifically number task Number two, to develop a parks master plan and I applaud the inclusion of this element. We have the opportunity here to make this element a broader and more core cohesive plan our downtown waterfront could and should be a regional destination. I urge you to include city owned properties along the waterfront, such as metropolitan park, the shipyards, and the landing, which at this point appear to be excluded from the park master planning. There was excellent conversation at the strategic implementation committee meeting last week that included the realization of what an amazing opportunity we have and that it's time to pause and take a holistic view of our riverfront property. I fully support that I fully support a vibrant dynamic downtown waterfront. That includes an iconic destination park for all and I urge you to take this opportunity to create this future for Jacksonville. And I and the now hundreds of people who have seen this presentation are heartened by your interest and your input. Especially your comments about a holistic view of our waterfront. I keep imagining someone getting on a bike in the southbank and riding along a green enhance many are Riverwalk park over the bridge to have lunch downtown at an iconic riverfront park before jaguars game. This could be us. Our unified riverfront could be the envy of every city in America. Yesterday I was reading a 2005 parks Task Force report that was done for mayor Payton, it's excellent By the way, That recommended a downtown Park and said the riverfront property could be acquired for $36.6 million. Well, today, we don't have to spend that money. We already own more than 50% of our work downtown waterfront. while we have lagged behind our peers, We are fortunate in that we can use our blank slate to build both now for resilience and for the new interest in green public spaces and importantly we have you, we have the DIA that has the power of continuity and independence to make this happen. It's been a long time coming, but the timing is so right now. we hope that your CRA design update will include a green holistic vision of the north and south banks. You have a huge amount of public support we're frankly overwhelmed at riverfront parks now nicely. We're happy about that. but you have that same support. Thank you all for your service. We are a 900 member organization and most if not all of our members wholeheartedly endorse the ideas behind riverfront parks now. We are so grateful to the DIA that you have taken this idea and really like giving it serious consideration and are taking this opportunity that we have as a city to step back and take a holistic view that is music to all of our ears. You know as the downtown Investment Authority, we are asking you to invest in Jacksonville. invest in us. You have an incredible distinct opportunity to be the leaders that we desperately need. And we're so happy that you are doing that. You know this projects, it represents equity in that everybody will have access to these this riverfront and so many of us do not have that on a regular basis. So much of our riverfront is private homes and can only be enjoyed from a home or from a boat. It represents resiliency. That is so important. We know that the flooding. It's already happening. And that flooding is happening even on sunny days. So this effort will definitely help with that it will create incredible enjoyment. Of the Riverfront that we can all benefit from. And with that comes through development because we know that those two things go hand in hand. And we know that This land will make will become even more valuable by, you know, creating active spaces that people can enjoy. So this land is already owned by Jacksonville. We were so far ahead of the game because of that. So we really thank you for taking this opportunity to really think through what Jacksonville needs and downtown river front parks. I may belong to I couldn't agree more with Miss Goodman and Miss Ketchum them in this Reagan, they're prepared statements can speak no reflect what I'm feeling as well. I was going to take a few moments, perhaps, just to kind of bring it Closer to the ground. And speak more from the way I would envision someday interacting with the downtown. I've been living in. A possible vision. and this comes from what you all were discussing at the strategic implementation committee Meeting with reference to things like Matt Park. It's possible move to some other location to satisfy the, the Federal national park service requirements and I could see a vision for instance where that park. If it were to be moved to facilitate development in that area and in Lot J. Perhaps to the mouth of Hogans Creek, which would act as a very interesting compliment to what's being planned or hope for it McCoy's Creek. And I kept thinking about Mr. Adams comments about the chicken and the egg and how do we how do we actually feel that something's going to succeed where it perhaps hasn't in the past. And I would offer a bit of hope in the sense that things like the Emerald trail, for instance, which is really becoming something that everybody's behind and everybody is supporting And is ultimately meant to span over to hogans Creek from McCoys Creek could potentially make some of the pieces start to fall into place in a way that would really create a virtuous cycle. If you had a park there. And then, you know, perhaps, that would incentivize development of A Phillip Randolph to the east side. You could someday perhaps the dedicated water taxi to the district when that gets done. bringing people back and forth from South Bank to the north bank you could really get creative as to what to do in that area at the mouth of Hogans Creek with regard to a park. It could compliment any naval vessel that's brought their being very close by and not as further down were met Park is currently. Speaking also of the landing, I used to be agnostic about whether it should be a park or development that the more I ride my bike. And now that the landing is no longer there. I, for the first time actually look left and I see the trio, and I try to imagine that being completed and looking beautiful. It's the first time I actually feel like I want to turn my bike and head into downtown. I know we tend to speak in terms of the landing not being there so that people from downtown would be brought to the river but ironically, I'm almost looking at it differently, which is, I'm on the river and it makes me for the first time Want to go downtown So I'm I'm for also trying to keep as much of that as open and as green as possible and limiting development to the areas, perhaps around Main Street Bridge and And getting creative with respect to that and then maybe someday of CXS wants to ever give us a few parking spaces from the corkscrew area. JOHNs Riverkeeper As we witnessed during Hurricane Irma three years ago, Jacksonville and our downtown are extremely vulnerable to future storms and sea level rise. We also must remember the Irma is actually downgraded to a tropical storm as it passed by our city 70 miles to the west. yeah Irma resulted in historic flooding. However, it's not only the big storm that we have to be concerned about the more frequent rainfall events are growing in intensity and volume as we increase carbon emissions into the atmosphere. It's overwhelming and out and weakening outdated infrastructure and discharging more pollution into a river. And sunny day flooding is also a growing concern due to sea level rise and extreme tied events. With so much publicly owned land available in downtown this time we have an incredible opportunity to utilize natural infrastructure along our riverfront to create a buffer for storm surge and to help alleviate Future flooding problems. not only can we create a more resilient downtown and help protect infrastructure investments adjacent to the riverfront, we can utilize the public realm to catalyze private development, attract residents and visitors, and provide much needed public access. St. Johns River keeper encourages you to develop a community driven master plan for our front that prioritises and seeks to maximize public access and all city owned property downtown along the river in order to help create a more resilient downtown in Jacksonville. Next comment is from Jim Schwartz: Dear DIA Board Members: The cohesive vision for Jacksonville’s downtown riverfront put forward by Riverfront Parks Now is the boldest, most inspiring plan I have seen in Jacksonville! This is the first time I have been truly hopeful for the future of Downtown and our great city. I am writing to urge you to strongly support the fulfillment of the Riverfront Parks Now vision. The boldness of this vision is the multiple benefits that it delivers. --An economic driver for Downtown. Downtown parks are demonstrated to increase real-estate values in surrounding areas. It will be a driver to bring new businesses to Downtown. It will make the development in Lot J more attractive to visitors. --Revitalize Downtown. A riverfront park as proposed by Riverfront Parks Now will bring people back to Downtown. With more people Downtown, housing, shopping, restaurants and entertainment will follow. It will support our efforts to bring more sporting events to Jacksonville. --A connector between Downtown and the sports complex. Without this connector, a development in Lot J will be just a distant node, likely pulling people from Downtown proper, thereby hurting Downtown. The riverfront park network would provide the ideal connector between the two areas, making both more viable. --Making Jacksonville more resilient to flooding. Others cities have used park space as a natural buffer and as effective mitigation to flooding. We know absolutely that the areas along the river between the Hart Bridge and the Acosta Bridge are going to flood. We know the prevalence of flooding will increase. The riverfront park is incredible infrastructure for resilience, and it comes with all the other benefits listed above. Next comment is from Bill Snow at 1028 Meadow View Ln, St Augustine, FL 32092. I am writing in support of the efforts that the Riverfront Parks Now organization is making to develop a vision and a strategy for revitalizing and beautifying Jacksonville's downtown riverfront. A beautified riverfront area featuring well-designed parks will rejuvenate downtown business and tourism, improve the health of the river and those human and non-human lives that depend on it, and enhance the quality of life for downtown residents, many of whom are underserved minority and low-income populations. Making this work is a win for everyone. I am a resident of St. Johns County but visit Jacksonville often for cultural events and entertainment, as well as doing charitable work in the downtown neighborhoods. Jacksonville is not only the hub for Duval County, but for the entire region. All of us want to see a modern vibrant eco-friendly hub city in our area. Please listen and support the presentations at the DIA board meeting today. Next comment is Brian paradise at 13 arbor club drive Ponte Vedra Beach. FL 32082 I have a conflict with the meeting tomorrow on riverfront parks. However I would like to express my strong support for the initiative to create a park system along the north bank of the St. Johns River. I believe that such a park system will immeasurably enhance the quality of life of our citizens and will be a valuable tourism attraction which will reap economic benefits and returns in the future. I would also like to ask that the DIA make such a project a priority component of the DIA planning for downtown. Next comment is Natalie Rosenberg at 1871 Montgomery place Jacksonville, Florida. I am a member of the Late Bloomers Garden Club and a mostly retired attorney who served many years ago on the Board of Jax Pride. I very much enjoy traveling and have had the privilege of spending time in many beautiful European cities. One take away from these trips is that the right design can lead to not just years, but centuries of enjoyment. It took young teenagers to make me truly realize what an opportunity Jacksonville is missing. Two summers in a row we helped to host 13-15 year-olds from Sweden and Denmark. It was so sad and almost shocking to see their immediate disappointment in downtown Jacksonville. Sometimes it takes seeing things through the eyes of others - I think living here we sometimes get used to things as they are instead of wondering how they could be. If teenagers from across the Atlantic can instantly see what an opportunity we are missing out on, I hope the DIA will assist Riverfront Parks Now in working to make Jacksonville a world-class destination that visitors from all over the world will want to return to again and again. Jacksonville has a special opportunity to step back and envision a linear park system on the Northbank. I strongly encourage this body to study the best use of the property along the river that maximizes green space and focuses on resilience. I agree with Mr. Barakat and believe that any development in the area should be considered on a holistic basis, not project by project. Thank you so much for your time. Next comment is Brooks Andrews at 3623 Pine St. Jacksonville, FL. 32205. While I am primarily representing myself in this statement, my position is shaped by several roles and experiences I bring. As Board Chair for Riverside Avondale Preservation and resident of Avondale, I represent a constituency that lives, works and plays in an area of Jacksonville which is regularly subject to significant flooding due to sea/river level rise and extreme precipitation events. My experience as a Florida Master Naturalist and subject matter expert for the Special Committee on Resiliency has exposed me to the climate change challenges we face as a community. Additional park space along the riverfront that is designed to be a more resilient shoreline that can accept intentional flooding, begins to take some pressure off more vulnerable areas. As a forty year resident of Jacksonville, I have observed many great studies, plans and strategies, many of which do not come to fruition. COJ and the DIA have a special opportunity to deliver on a once in a lifetime project that knits together acres of green space designed in a comprehensive, intentional fashion to be connected. There is example after example of cities similar in many ways to Jacksonville that have delivered on similar comprehensive projects. It's time we move from a defeatist attitude of losing as a city to a winning for the future of Jacksonville. It will take serious funding, public, private, grants, etc. The business attraction and the permanent residents downtown, resulting from such an investment will make that investment insignificant in the long run. I would like to challenge the DIA to think big, don't cut corners or piecemeal this effort and deliver on a project that will make us all proud. Next comment is Carolyn Antman 4228 Habana Avenue Jacksonville 32217.I would like to let the Board know that I am very much in favor of the proposals of Riverfront Parks Now. It is important to have the combined benefits of an extensive riverfront park as well as a flood zone where businesses are a block or so off the river and safe from flooding. Parks would beautify our riverfront and encourage people to go downtown and frequent the businesses along the park and throughout downtown. I've been hoping for this the whole 36 years I have lived in Jacksonville. Next comment is from Dr. Ralph and Jean parks. As lifelong residents of Jacksonville, we have witnessed the growth and transformation of our downtown area through the years. Our city has the unique distinction of having a wide, stunning, and functional river running through it. We have the natural resources to become one of the most vibrant and beautiful cities in the United States with proper planning and development. Please do not give up this once in a lifetime opportunity to make Jacksonville the stellar city it has the potential to become, where families gather and have access to the beautiful St. John's riverfront, and where businesses thrive. Together, we can make Jacksonville a "destination city." And, by utilizing our defining feature, we can have a vibrant downtown accessible to our community. This is what a world class city offers to its citizens, residents and visitors. Not a postage stamp parcel consisting of sidewaks and greenery in the medians, but a beautiful designed and inspirational worthy of the presige of Jacksonville. The presentation by Lori Boyer on Sept 10th,reminding us of proposed projects along the St Johns River was enlightening, as it reminded us of proposed projects going back to 2015, most of which used practically every inch of property with high rise buildings and retail businesses with almost no green space. I am grateful that none of these projects were built. The Riverfront Parks Now presentation of creating greenspace and active parks with public access reconnecting the community to the river, is so important. The North Bank land,currently owned by the City of Jacksonville is a once in a lifetime opportunity that demands a review of the riverfront from a holistic perspective. The DIA needs to create a vision for the entire Riverfront, with community input. Thank you. Next comment is from Michael Dunlap. Please accept this letter of full support for the Riverfront Parks Now initiative. This is a landmark idea for Jacksonville: a way to transform the Public riverfront as a lasting ICON for generations to come. COJ riverfront efforts have missed the mark for the past 2 decades: it is time for DIA to fully endorse RPN for immediate progress toward council approval. And I have been trying for four months now to obtain a meeting, typical of this whith Brian Mosier the director of neighborhoods and Michael Chao the chief of code enforcement about three buildings that are in the Cathedral district that are at 228 East Duval, 222 East Duvall and 216 each Duval we refer to them as the three row houses. Our master development plan calls for residential on Duval and church streets. These three row houses have been a nuisance from probably 2000 and I'd say 2010 in the district, but it is becoming more and more of a burden to us because we are about to see a pretty substantial group of residential homes that are going to be apartments that are going to be built in the next few months. And we have on the boards either already approved or in the process of being proved 303 apartments within the cathedral district and $42 million worth of investment within 50 feet of the largest apartment complexes to be built are these three row houses. To three of the buildings have racked up over $10,000 in code violations. One is condemned, and in March a two alarm fire destroyed all but one of the buildings and most of the adjoining building. Now there is a chain link fence around them that's about five feet tall. I have appeared at to code enforcement board meetings when the owners were cited for more violations. The owners of these three row houses are the Titus Harvest Dome Spectrum Church and just out of sheer coincidence, one of your Commissioners Oliver Barakat called me a few weeks ago and asked how things were going in the Cathedral district. And I asked for his assistance and he made a request also to Brian Mosier for a meeting to see if there is something that we could do with strategy, the Titus Harvest Dome Spectrum Churchphase no property taxes. So there's no incentive for them to change this scenario. So I'd love for for Oliver to weigh in on this my comments about what he has experienced. But what I'm asking the DIA to do is to help me facilitate a meeting with Brian Mosier a city employee is the director of neighborhoods and Michael Chao, the chief of code enforcement to discuss this problem in the Cathedral district. A couple of months ago was one I wanted to get a An update because heard they were getting momentum in the Cathedral district with a number of projects. But secondly, as many of you know my firm is Trying to I market the First Baptist portfolio in a in a pet peeve of mine as well as many other real estate brokers in downtown is when you are trying to promote the downtown and sell property and you drive around and you see properties like this that are In Derelict condition and you have a city, an arm of the city that does not appear to be taking action as quickly as they should. And it gets really, really frustrating and this board has allocated funds towards redevelopment now and the cathedral district. So we are investing taxpayer dollars. So one arm of the cities and making an investment, it seems like the other arm of the city is not doing their job. And one of the reasons that the DIA exists is to ensure these connections are made so that one one part of the city moving forward in one direction, the entire city works with works together. So I've heard Mrs Myrick's concerns and her attempt at tenaciously resolving this. it is frustrating to hear that she's hit these hurdles. And the essence of this resolution, which will eventually go to counsel for legislation. And by Florida statute and local ordinance you as a board need to take action on them before fiscal year end and recommend their appropriation for specific purposes. And then that legislation will be acted on probably in October, we would hope by city council, but it would be filed subsequent to this meeting. So what you have on the northbank CRA is you have $2,000,006 that was received from the sale of the property to Ryan companies that became is the future JEA headquarter site. So that is proceeds from the sale of the property that came in and then we have accumulated investment pool earnings of 119,056.77 through the end of July. Our investment pool earnings for the month of August, and whatever has been earned or will be earned through the month of September, or to be determined amounts, those numbers are not available to us. They have not been posted in the accounting system. But in this resolution we are asking counsel by the time this legislation gets to them when those numbers are known for them to appropriate not only the 119,056.77 but also the additional amount for August and for September. And at the Finance Committee, the recommendation of the Finance Committee was to apply the $2,000,006 received from the sale of property to the two way street conversion capital project that is a CRA capital project to convert Forsyth and Adams from one way to two way we've already put aside money for design and this is now a tranche of construction dollars. And then to put the remaining amount which is the investment pool earnings to date plus the investment pool earnings for the next two months, In a category that's called future years financial obligations which allows us to use those funds for any one of the northbank existing financial obligations that may have an excess amount next year. Probably the most likely would be MPS garages. However, it is also possible, since we are basing everything this coming year, on the January 1 2020 property values, that we could have increases in other REV grants as well that are payable on the northbank, but that is a category that allows us to use it to whichever of those would be necessary. So as you know, there is a capital project that was funded by the SouthBank CRA That has been, I think it was initially approved in 2015 has been going on for years was finally finished in january february of 2020 and there is a remaining balance due on the project of the hundred and $110,432 so the request is that we apply a portion of this money to that so that public works can close out that capital project. And take the remaining balance and apply it to future years financial obligations. So that would be $373,476.94 plus the investment pool earnings for August and september and putting all of that in future years financial obligations. as I mentioned at finance and Budget Committee, my normal recommendation would be to put this in the district, because we have a substantial financial obligation to pay for the public improvements in the district. But since that project had been on hold and has just now been reactivated, my suggestion is, let's put it in future years financial obligations. If the district really closes on the bonds in the next few months and everything is moving forward, you can always move it over to the district at that part to further reduce the amount of the outstanding obligation that we have to pay for the public improvements and those public improvements are the bulkhead, the Riverwalk The public park on the frontage the initial segment of road that gets you to that public park. So those are the things that we are trying to accumulate funds for. As the, the difference between this resolution and the first two that you saw is the first two that you saw were appropriating were appropriating, were recommending to Council that revenue be appropriated that hadn't previously been appropriated. In this case, everything you see has already been appropriated for a purpose and it was in the budget for 19-20 but these are surplus amounts in those particular accounts at year end. And under the ordinance code this board has the authority to reallocate those at year end which is the action you are being requested to take today. So the amounts that would be transferred are $13,070 which is the remaining balance in unallocated plan authorized expenditures and these all have to be spent for something consistent with your CRA plan. $5,000 in a commercial commercial revitalization grant that was not used this year, not taken by the applicant. There are two loans, one in the amount of $250,000 that was approved for cowford chop house and another and the amount of 130,000 for 100 North Laura that had been outstanding for a number of years, the applicants for each of those decided they did not want to take the loans they did not want to receive those funds. So they have relinquished those rights. And what you'll see is our suggestion is that we put them back into the loans program category so you can reward them to someone else, rather than leaving them encumbered in this Particular project. $13,343 that is in a category called reserves which just surplus funds from a land purchase this was a land purchase that was approved for you acquired property from FDOT. The price was $13,000 less than what was originally appropriated. So this is a surplus that we are suggesting be reallocated. There is $382 left at 45 West Bay and $193 left at 217 229 North Hogan, both of those were Retail enhancement improve grants that were paid out this year. And this was the balance left and the accounts. So the total amount is $411,988. We are suggesting the 380,000 that came from loans was expressly allocated be returned to loan so it's available for you as a future source. And that the 31,988 balance go to north bank retail enhancement. The reason we suggested those two particular allocations is that you will recall at your July meeting you approve to $625,000 loan out of north bank CRA loans for the Lofts at cathedral project. And so this is partly replenishing that And you also approved to retail enhancement food and beverage grants one for Ruby beach and one for bread & board. The application proposes replacing the windows facing the street to provide better protection from the elements, improve safety, replacing some failing systems and improve the appearance of the building by removing the aging window frames and glazing and additional work will include applying film to the entrance door to Match the windows that are being installed. the minimum level of work that is being proposed does not require approval by the DDRB Board. However DDRB staff or to ensure compliance with a believable codes and the downtown overlay.The application is found to be compliant with requirements of the program guidelines, including cost estimates provided by vendor contractors that will complete the work. project cost total $14,740 and the request and Staff recommendation is for approval at $7,370 with funding from the north bank CRA facade grant program. And the role of DIA in reviewing and recommending rate changes with respect to both metered rates and off street parking rights. The resolution that the reason we are addressing the off street parking rates right now is because we have a number of discounts that expired. As of October one. And you will recall that when we received the Haas study recommendation, almost a year ago. At that time we were looking at implementing this increase effective October 1 of this year, consistent with the times that other discounts were expiring, this was all set to happen. So this is not a change. It is not a response to Covid it is simply staying the course with what was originally planned and I would say that It is a catch up. We acknowledge that if you read the Haas study the rates. Many of these rates are the same rates that were in effect in 2007. Some of these rates were changed in 2013, a few of them, but most of them were not. And so this is playing catch up. This is trying to get the rates consistent with the private rates in the lots surrounding and the garages surrounding the public lots and facilities. So that we can more adequately and appropriately balanced supply and demand. several of our graduates have long waitlist we have challenges, finding adequate parking and and Adopting the kind of shuttle service and organized system that we want to have we said we were going to follow the Haas recommendations. So what you see here and this table is somewhat simplified from the one that was presented at strategic implementation, it does not have all the occupancy and vacancy rates on it that were shown at strategic implementation. But it simply shows Haas's recommendation was to increase from 10 to $30 per garage or lot the current monthly parking rate. We did not do any at 30. we did some 10 some 16 and some 20 And I will say that we have engaged Haas as a consultant to provide expert advice to us and we went through the recommendation of these specific rates for these specific facilities and they thought this was the appropriate action at this time. So what you see in the far right hand column is the new adopted rate with sales tax included. So this is what someone actually pays, that would be applicable for monthly Parker's based on the ordinance there's a slight change in the resolution from the original one that was sent out in the packet as it relates to effective date. Based on the ordinance code these rates become effective 30 days after the day you file this document with City Council. Unless city council files an ordinance to the contrary. So effectively what would happen is somewhere around the 18th or 20th of October, these rates would go into effect for any new monthly parking pass that was issued. And for renewals of monthly parking passes, they would go into effect in November. And that is the schedule. And the other thing I would point out that was voted on also a strategic implementation. So the committee recommended approval of the change rate structure. And then the also the highlighted peach down at the bottom which references the hourly and daily rated Ed ball was a separate line item that was voted on a committee butts included on this rate chart so that it gets forwarded to City Council as such. We are not changing the base rate which is $1 an hour or $7 a day, however, that rate is supposed to be applicable. To those transit users who are doing business with City customer service desks. So if you have to come in and get a building permit or you have to come in and and do business at a counter You will have a parking space that you can pay this rate for we will be providing stamps to those service desk to stamp everyone's parking ticket and if they get the stamp, they will still be entitled to that rate. What we have seen occurring. Is that because we have such a waitlist in this garage. You have individuals who are on a waitlist for monthly passes, who are choosing to pay the $7 daily rate and park in the hourly spaces. So, what we are trying to do is prevent that from happening, and If you don't have a stamp because you're not actually visiting a service counter changing the hourly rate to $20 an hour and the daily rate to $50 a day. Which will mean it is no longer cost effective for someone to choose to park there all day and pay that rate. They will take one of the garage options. And we also believe this will free up an additional 60 or 70 spots in the garage for passes so that will be able to age issue more passes as a result of doing this. So those are the two items. We were supposed to allow to expire and not renew And again, part of the reason we were looking at this timing was the city employee discounts sunset it October 1 the various other Incentives expired somewhere between October and December of this year. This is one where as a result of the impacts of covert Both on parking demand downtown, which is in a blip, if you will. I mean, we all know that we are experiencing something that is out of the ordinary kind of as a short term interim situation. And in recognition of the hardships that covert has imposed on on individuals. It was our recommendation that rather than Just automatically terminating all of the discounts that we face out the discounts over the last year over this coming year. So the discounts would be gone. As of October 1 of next year, but that there would be kind of a soft glide, if you will, to get there. The mayor's office asked that we extend the current employee discount for a full year that piece of legislation is going through city council and was unanimously recommended by two committees this week past week and will be going to full Council next Tuesday evening. So it would be a 50% off discount, but it would apply to the New rates. So there would be from an employee standpoint. A if there was a 10 to $20 increase in garage rates, there will be a five to $10 a month increase in what they actually pay Because they're only paying 50% of the actual market rate number As far as the various contracts that we have the discussion presented at strategic recommendation that we presented a strategic implementation was that we face those out in to six month tranches the for the first six months, the various contract parties would be allowed to retain their current discount rate. And for the second six months of the year, we would split the difference between the new market rate and the current contract rate. So 50% of that difference gets added to their current rate that they're paying and they're they're paying essentially 75% in the interim That is the concept that the exhibit refers to so that we are extending the employee discounts for a year And that we are phasing out the Amkin and DuPont discounts and that's what we would be approaching am can and DuPont with to to to negotiate and discuss with them as their current discounts expire. I will note that you may recall in the AM can agreement. One of the challenges that we have with the current agreement is the provision that right now. Their initial contracted amount was for 850 spaces. If they don't take down a monthly pass, they're allowed to reserve the space for $4 a month. And essentially, that is what they are doing with all the 32 spaces. Now, so they're only paying for 32 spaces and all the rest. They're paying $4 a month, but we're holding them out of the market for them. This recommendation is that we immediately eliminate any space reservations as an option because we simply cannot afford to hold spaces out of the supply and out of the market for amounts like $4 It's untenable. I'm going to try to be brief on a couple items because I do have a presentation that I want Ina to make on the status of marketing. So let me tell you just a couple things. First is that the historic preservation program. That you approve several months ago is going through city council on legislation we diverted in committees. This week we're working with councilman cumber on some language tweaks, I would not say they are major adjustments to the program. But I think we are improving it. And we would expect that to be in committees next cycle and then seek final approval from Council on October 13 So that's kind of the schedule. We're on on that program. I also wanted to share with you that we have any number of professional service contracts that are in various stages of award and consideration. We are getting our new video produced that will show what all of the capital improvement projects that we're implementing downtown look like when they're built out and what the new developments look like when they're built out. So, what will be this. Augmented Reality version that that shows you Give somebody a real idea of what it means when we have the hug and street cycle track and the Emerald trail connecting to lift every voice and sing part connecting to The villa townhomes etc. I think it'll be a really great marketing tool for us. We have our two way street design RFP. That has been scored it is in public works to be awarded. So that's moving along, we received three bids today on our bid and CRA update and Mr moody and I will be scoring those over the weekend, and we are hopeful that we will be getting that awarded by the weekend. We have several other I told you that we had engaged Haas to serve as a an additional consultant on parking issues. The market feasibility study that we talked about last year, they have been we've pulled the trigger and they are starting work this fall to complete it in the first quarter of 2020 so it's available information for the bid and CRA update and I probably missed a few, but We have a lot of those that are in process, and I wanted to share from a parking perspective. Three things real quickly. One is that It is absolutely essential that we take up the on street meter rates we differed that back in, I believe, June. And now that we are implementing the off street rates. We're going to have to balance the two. So I'm going to ask you, probably in November to take that up. Maybe before that we already have a draft RFP at procurement.about the parking kiosk, that would be implemented on the south bank on river place Boulevard. I know some of you are interested in that. But this is our pilot program and moving to kiosk that we talked about moving away from the meters and go into kiosks. And then we also have a draft RFP out for our app.That would overlay the parking meters and allow people to pay by app. So we have not forgotten those initiatives and those are in process. hopefully by next month's meeting will have more to rely on that. So I wanted to share those and then what I'd like us to let me tell you. Some of what we've been so what we've accomplished and what we are doing on marketing because This is our first year really having someone in this position. I know we've always wanted to market downtown and you may have received I delivered to you some of the material. So you're starting to see what the collateral looks like. So enough. So we work closely with downtown vision as well as Wingard marketing agency to create these and their packets that pulled out that come with a letter from the CEO. A map and then a little pocket insert for us to put in customizable marketing materials there. And what you'll see here is those customizable marketing materials. So these are the ones that we've already printed. They kind of give a bigger look into like a big picture look into the development happening downtown The arts, the sports entertainment, the culture that make us unique and authentic and in addition to these. We've also been provided with inserts that are customizable templates so that we can Make those and update those as the data changes as the market changes and customize them and we'll be able to also customize them depending on who we're targeting. So these kits will be great. To hand out when people come into the office to mail directly to people. And also, of course, once we're able to attend events against and conferences, again, that will be wonderful to be able to pass out at those events as well. And up next is our programs. Obviously, we've had the retail enhancement program for quite a bit, but our FAB-REP and our facade grant programs Are newer now. And so now that we have those launch. We already have a couple applicants, but we want to make sure that we keep that momentum going, and that we keep Expanding the word out. And so in a combination between tailored marketing materials and brochures direct mail public relations and also a broker engagement workshops that we're in the process of Planning right now so that we can have them assist us in marketing and kind of create that cohesive marketing. Message that we send out and make sure that we target those successful operators that we want so that we can get more applications in. And so I'm going to go through a couple slides that have some brochures that we've created. I'm sorry. Oh, so here we go. This is for fabric kind of gets a little bit of overview about the program. We have the boundaries and the different types of grants you can get Same thing here with the facade grant program same look and feel right here as well. And then we've created one for retail enhancement and the boundaries there too. And then last but certainly not least, the invest downtown Jacksonville website is very near completion. This is a big effort between downtown vision and regard marketing as well. And this will actually tie into what Laurie was mentioning earlier with the live downtown As well as the DVI website that cohesive tier of live, work, play, And this is tailored directly to investors and developers, it'll help us expand our reach. And it also gives us a lot more creativity and flexibility with what we can include on the website in terms of plugins. And information of that sort, that we don't necessarily have with our city objects have a website. And here are just a couple of clippings from that website. So we'll be able to have a development map where people can see what's going on. What's completed coming up approved. As well as investors and developers can see what property is available downtown, so that's awesome tool. But in addition to that, the vision is that we are going to send them to eligible applicants. So, for example, every building that might be eligible for a facade grant downtown within that boundary will actually get mailed a copy of that to the property owner Who would be eligible for that application, so it's it's a way to try to get the word to the people who could actually apply for them. Similarly, we will be targeting restaurants that we are looking to recruit downtown Based on the, you know, Channel four is doing the jacks best survey. So we'll be getting a list of Jack's best of everything that everybody has voted on and reaching out to those as well as lists that are being provided to us by other sources. And then we have the broker meeting that we intend to hold the workshop which will also target food and beverage establishment. Two, the JTA Regional Transportation Center finished in 2020. The Lofts at Jefferson finished in 2020 the sobo apartments 2020 all of this, we had our hands on. The riverplace Boulevard road diet. It is finished. It looks great. I'm looking out my window now. It's beautiful. But, and we're just now paying it off completely. But VyStar bought its headquarters downtown. What a great citizen VyStar has been and is being. The FIS headquarters. You're seeing it now come out of the ground. Well, we were right there when it started the venture apartments. I'm looking at my other window and I can see I see the cranes, it's it's under construction. in Brooklyn where we had the jug handle and it was just a piece of kind of Eustace land we reconverted that Ferber just finished a product over Brooklyn. All right. We've got Brooklyn Vista Brooklyn. It's under construction. Now, The JEA headquarters is coming out of the ground, the Marriott residential in a park and force is coming out of the ground Emerald trail is in process. The Park St road diet is in process. The Ambassador Hotel construction starts I think in October, the bread and board is coming soon. That's going to be a great addition to buy stores campus. Will be reached brewery. You saw that in the Business Journal this week or Daily Record. It's coming. The district has been reactivated. We got good news on the district. The Douro project is coming up should be coming to the board next month. multifamily felt the landing site or FB is coming soon. So we're going to be dealing with that soon. But the positive trends are and the novel.
